ROS - Gage or Ruggs or Hardman

I’ve got Cooper, JJSS, and Fuller as my top 3 and Aiyuk and Gage as depth. Ruggs and Hardman are on the wire.

Gage is solid if healthy and Jones is hobbled.
Ruggs could be the Raiders WR1 when he returns.
Hardman is taking snaps from Robinson in KC and could emerge as Chiefs WR2 and is already solid.

I think you need a crystal ball to answer this one. Here’s the equation for me at least. Less targets higher target quality hardman. Higher targets lower quality Ruggs.
